The $300 billion is a reconstruction fund made up of private investors and companies from the Gulf countries and elsewhere around the world. The U.S. isn't paying Iran one cent. And Iran *only* has access to the fund if they comply with the rest of the agreement, to include no longer pursuing a nuclear weapon.
