I don’t think anyone suggested that. This administration breaks rules all the time and thinks they’re above the law, norms, rules, and protocols and they treat themselves to things they aren’t entitled to.  So lots of people are suspicious that this flight never should have happened because perhaps it was VIP transport for someone who didn’t qualify for it, and in order to justify the flight, the crew had to add a training exercise.  So what they’re saying is, this never would have happened without VIP ride.
