There's an enormous amount of overlap between the risk that families take in the DMV area and the risk that families take outside of it. Some families will take more risk on vacation, some will take fewer (like if they're going to a house by themselves somewhere), and your 'big risks' are some other family's everyday risks in DC. Leaving the area is a terrible proxy for risk. The purpose of this policy was just imposing on people who are vaccinated, not kids who are too young to be vaccinated, it just swept them up because no one bothered to make an exception. [/quote]
