[/quote] His choice to call the dog to him didn't come out of nowhere. She was breaking the law and endangering something he cared about by doing so. Her refusal to leash the dog is what escalated a situation in which she was already breaking the law. Calling the dog to him, since it was running stray, and turning it over to animal control (which I doubt he was going to do) would have been totally reasonable.
