The director of OPM has the authority to exempt positions from the hiring freeze, so some agencies are posting jobs that they hope to hire. Additionally, many agencies know that the civil service hiring process takes a long time and they are posting jobs so that they can collect resumes, and start the rating period for resumes. They can schedule interviews and then they'll have to go through the rating period for the interviewed candidates. For many positions, these tasks take 40-60 days to begin with. By then, who knows what the state of the hiring freeze will be and whether they can appeal or even will need to appeal to the director of OPM for an exemption. So, there are some agencies who are starting the process and will keep checking the state of the freeze as they go. The only instructions in the freeze state that they will not fill the position. And if by the time they have the right candidate, they find that a plan for reducing the federal workforce by attrition will be implemented within 15-45 days, then maybe they can negotiate an appropriate start time with the candidate to meet that restriction.[/quote]
