Congress could.  If they won't, the courts can and will.  In this country, our court system is the most powerful of the 3 branches.  Project 2025 talks about overturning Marbury v Madison - but that's just talk and they cannot do it without a lot of consent from everyone else.  Which they won't get.

Other countries may be set up differently.  But this is how we are set up and it has worked well for us.  We will find out soon if it will continue working well.  Fwiw, I think it will, DH thinks it won't.[/quote]

The protections we've relied upon take time. Musk could funnel billions into his pocket for "efficiency" in minutes.

The Judiciary has no means of enforcement. And at least two members of SCOTUS have been bought.

How can you possibly know or guarantee he only has read-only access?  The system owners have been locked out of the system and no longer have control or insight to know what access Musk has, or what he's in there doing.

Musk has been out there trumpeting about CANCELLING billions in funds.  Doesn't sound like "read only."
