Ie the person jay walking/not using bike lights may get hit by a car ( Of course, that would bother most car drivers but, it wouldn't be their fault). But, the person who does not leash their dog affects so many more people: People walking their dogs on leash, joggers and bikers, other animals who may be attacked, and of course, kids/adults who are terrified of dogs attacking them. The thing is the rules are made for everyone to follow and they are there for a reason. I don't care if you have the best behaved dog on the planet. I no longer walk my dog in the park because of jerks who don't follow the rules. The park is supposed to be for everyone not just the few who flaunt the rules.[/quote]
