wow, it has got to be incredibly annoying to be on the other end of 911 calls when someone is calling because someone else has their dog off leash in a in the woods in public park. I mean yes, it is illegal, but do you call 911 when you see people jaywalking? Riding their bicycles at night without lights? Give me a break.

There is a big difference between jay walking, not riding bikes without helmets and not leashing your dogs in Rock Creek park. The first two activities only affect the individual person. Ie the person jay walking/not using bike lights may get hit by a car ( Of course, that would bother most car drivers but, it wouldn't be their fault). But, the person who does not leash their dog affects so many more people: People walking their dogs on leash, joggers and bikers, other animals who may be attacked, and of course, kids/adults who are terrified of dogs attacking them.

The thing is the rules are made for everyone to follow and they are there for a reason. I don't care if you have the best behaved dog on the planet. I no longer walk my dog in the park because of jerks who don't follow the rules. The park is supposed to be for everyone not just the few who flaunt the rules.

DC doesn't have a non-ugent number to call so yea, when people are doing something that somewhat endangers others but isn't an emergency, you still have to call 911.

I do run in the park with my dog off leash. I know it's illegal. However, I ALWAYS leash him when I see little kids. If someone has a dog on a leash, I beep my dog to let him know not to go near. I assume that if a dog is leashed, the owner doesn't want my dog to interact. Sometimes the owner will say ok and then I'll let him go.

Yes, I am breaking the law, but I do try to be considerate.

UGH. It happened again today at 10ish, dog walker kindly asked dog owner to not let UNLEASHED dog approach my two leashed (and dog afraid dogs... She ignored the request and the dog approached, freaking mine out. Took forever for the person to get her dog. Mine are getting trained to be better around dogs professionally. And aggressions like this set us back a ton.

Respect the laws and other peoples requests. Not all dogs are perfect enough to succeed off leash.

Why the hell would you leash if you only see little kids? If you're in public, and around ANY other people, your dog should be on a leash.
