I do run in the park with my dog off leash. I know it's illegal. However, I ALWAYS leash him when I see little kids. If someone has a dog on a leash, I beep my dog to let him know not to go near. I assume that if a dog is leashed, the owner doesn't want my dog to interact. Sometimes the owner will say ok and then I'll let him go.
Yes, I am breaking the law, but I do try to be considerate.
