I do run in the park with my dog off leash.  I know it's illegal.  However, I ALWAYS leash him when I see little kids.  If someone has a dog on a leash, I beep my dog to let him know not to go near.  I assume that if a dog is leashed, the owner doesn't want my dog to interact.  Sometimes the owner will say ok and then I'll let him go.

Why the hell would you leash if you only see little kids? If you're in public, and around ANY other people, your dog should be on a leash.
