You're claiming he is on the low end for a 21 month old when your own pediatrician said that would be the low end (but still normal!) for a much older child. The 4 languages would probably be confusing for ANY kid but what you're describing is not a delay. You could call EI if you're worried but you have to have a 25% delay for services, generally, which you don't have at all. A lot can happen in 3 months but you also need to adjust your expectations.
