I am a SAHM now, so I was shopping for casual clothes and found the J.Crew 0 and size 25 in jeans worked pretty well.  Also picked up some size 0 jeans at Express.  Ann Taylor 0 was too big.  Department stores were pretty much a bust.  So I would say try J.Crew.  Also I agree that Theory is lovely and runs small, if you are looking in that price range.

Another idea; my favorite place for suits when I was working (downtown law firm) was Benetton.  More the fall lines though... they were really nice wool and nicely cut.  Spring lines were more iffy, more casual looking, more synthetic fabric, but you could see if there's anything now that might work.  Size 38 is the smallest size and would probably work for you now.
