Depends on the school. Back in my old HS if you wanted to get on a school team - winter track, XC, golf, cross country or volleyball were your best bets. They were the sports people did for fun or to stay in shape for their other sport in the next season, so coaches weren't looking to field district and state level teams.
Agree that it's school dependent. Our XC/track coach is happy to have large teams but is very clear that people need to make the commitment to the team which includes practice 5-6 days a week. Winter track is particularly challenging because indoor tracks are few and far between in this area and most meets are limited in terms of entrants so there is less opportunity to compete if you aren't decent. Golf was super competitive at my DCs school because the team is small and due to high SES there are a decent number of golfers.
