We have this in place now because during the 1990s we realized that children WERE falling through the cracks and we were falling behind in terms of education relative to other economies. Teachers are NOT the best judge -- they have a conflict of interest. Any teacher who opposes SOLs or Common Core testing is afraid of personal accountability.[/quote]
