That is correct. It was entirely up to the discretion of the United States. Many factors were probably taken into account, not in the least was the ability for the European Jews to assimilate easily and readily into American society and not be a burden.

The problems in Eritrea (and Ethiopia and Somalia and Syria) can not be solved by absorbing their entire populations into other countries. While kind-hearted, this is ridiculously short-sighted.[/quote]Yes, the basic anti-Semitism that fueled limited quotas for Jews in work and higher education and encouraged residential segregation was alive and well at the time.  Those Jews would have been a burden on the anti-Semites (many people at the time) who couldn't bear to have to live side by side with someone who didn't share their Christian identity and culture.
