I think the key is that it shows a lack of understanding about whether she's aware that there may be underlying issues. I know it's mostly semantics, but bullying implies a mean intent, understanding that one's hurting feelings, etc. My son's teachers have told me many times that they understand that he isn't a 'bad kid' and isn't doing any of this maliciously. That's an important distinction to make.[/quote]
