All students are private pay/get financial aid/scholarship. Depending on the jurisdiction, there is a list of SN schools that take publicly funded students. Example DCPS will not pay for Auburn, Commonwealth, Flint Hill, McLean but will provide funding for Lab, Kingsbury, and Ivymount. Unless OP is looking to pay the tuition themselves, they will probably need to go through due process and for that they are better off hiring a lawyer rather than a educational consultant.
