It has come "up" in recent years but is still in a crowded area of Orange, CA (not a great area). It's very expensive. A relative graduated from there a few years ago and still has massive loan debt. The only reason I see to apply from the east coast to Chapman is for the film school, in which case the applicant should also be applying to USC, since their film schools compete. Chapman is not next to Cal State Fullerton, although CSUF is near Chapman Avenue (a street named after a prominent Orange County family). No, an out of state applicant cannot get into CSUF - the CSU programs are amost exclusively reserved for Californians. I called CSUF to see if out of state DC could get in and they said no way their waiting list of Californians is a mile long. PP may be thinking of the University of Cal system (separate from the CSU system) which does accept out-of-states providing they meet rigorous academic stats and are willing to pay full-freight.
