In a parking lot, the likelihood of a person running into the space you are backing into (and the likelihood that you would not see them if they did) is much smaller. Think about a crowded lot and you're trying to back out. You have to wait forever and inch out because of all the blind spots, not to mention the possibility of a child running out. Ask a police officer the next time you see one. It's not significantly safer, but there is a difference, especially if you have a lot of practice and are able to do it quickly and efficiently.
