Sucks that the same people that would complain about an increase in ESL services are probably those that are pushing for tracking and complaining about 2.0.  Apparently when kids are below grade level they are contagious, but heaven forbid we provide services to help them catch up and help teachers meet their needs while still having time to teach students with more skills.[/quote]

And where is your evidence that they are all legal. In 2009 3/4 of illegal children in the state of Md were in Montgomery county public schools. Approx 85,000 kids. Estimated cost of 966 million dollars and an additional 250 million on ESL. That was 4 years ago![/quote]
