[/quote] I suspect most of the families had legal residency at the time, but family situation changed. Lottery schools do not have entrance years, so to stay makes sense. Before you blame the students, can the dcps not increase the number of charter schools and lottery programs? I ask because the district has to provide schooling to every child. I may be wrong, but the district has incredible inequality in education. Fancy privates for the elites, others get the 2 tiered system which just does sound like one system for those in te west and another for the poors. Of all the things in world, why this mess in the capital city of what many call the greatest nation? [/quote]
