I'm all for weeding out the residency cheaters, and I wouldn't hesitate to file the form if I had any kind of evidence. But when the website clearly says a license plate isn't enough, why would I substitute my own judgment and submit anyway, with nothing but that? So arrogant.

Actually it is fraud unless the kid's parents have joint custody. Residency is where the kid lives, not where a non-custodial parent lives.
Couldn't the custodial parent live in DC but the non-custodial parent pick the kid up once in a while?
