Some states are assessed at Level 1, on par with Iceland and Canada. Some states are at level 2, on par with Spain, France, and UK. Just like we have places like East St. Louis that are unrepresentative of the country as a whole. Mexico is a federal country and different states have dramatically different security profiles.[/quote]
