No she would never have applied to BC ED because she has ND as her first choice. Why would she apply ED to her second or third choice school? She also had the opportunity to apply ED2, but she prefers to take her chances and wait for a potential good outcome with ND. ED is great for students who have a clear frontrunner. That's not the case here. That said, the Scoir scattergram for BC in her school is very strong for RD admits for students with her stats so I think the "assumption" in this case is warranted.
