The stores cannot offer special SNAP discounts when a customer is paying with their SNAP EBT card (formerly coupons). That would be against the regs. However, if a person enrolled in SNAP wants to pay for their groceries with cash (because the Trump Admin has illegally not loaded benefits on the card) and the store wants to give that person a discount because the customer says they are on SNAP, then the store can do so.[/quote]
