That was my first thought. A power outage does not alter basic geometry conflicts.
That Mexican training vessel had a lot more problems than the power outage.

It looks like the tug that pulled the ship out of it's berth had already uncoupled, and so wasn't attached to be able to pull it away from the bridge.  At the time of the impact it appears to have been trying to get around behind the ship, to push it, but didn't get there fast enough. [/quote]
