This. The chief alludes to this person having some mental health issues. The real failure is lack of universal health care, and sufficient mental health providers. That's the societal failure. Police are the ones who are left to pick up the pieces, and that's why they get blamed.

The real blame is on politicians and other people in positions of power who don't appropriately meet societal needs. Until they do, there will be officer involved shootings. Progressive politicians love to divert blame to police so nobody watches as they do NOTHING to solve the underlying problems. [/quote]
