In any event, any party, any cause, there is often a small amount of redundancy or waste. That is a natural phenomenon. But you don't say because you had some redundancy and wastage in your party, you won't throw a party ever again. USAID causes are at a very high, global level, often happening in highly volatile political environments of poor nations. Even then, the programs have delivered value, helped stop spread of diseases, protected women from rapes, reduced childbirth deaths and so on. The idea is to look at 98% of good and appreciate it.
