I was thinking of the, "The Give Act" as orginally proposed by team Obama circa 2008-2009. The[b] forced invigorating volunteerism [/b]part of it somehow all died along with Obama's proposal to cut the allowed federal deductions to charities that was proposed back then as well (which turned out to be  a good thing for Romney. Damn people giving their money to charities instead of the government...).
