You take away any access to money, and whatever cash you do give her, she needs to show receipts. Her non-school hours are now under strict supervision. Her only way out is to rebuild trust. She's probably using herself, so tell her one more screw up and she's off to rehab. She's looking at a month of suck. It's up to her how things go from there. Sorry. Better to be a hard ass now, then a lifetime of this crap. You do not want a child going down this road. But the phone and her access to it is a remarkably convenient disciplinary tool. Use it.
