Road 100 percent standstill. I ended up on that small stretch of shoulder between entering and exiting 123. I then decided to go over the short shoulder and get back on 123 headed towards Tysons and go up that way to Georgetown Pike and get back on 495 closer to bridge. However the exit ramp was jam packed I said screw it, Now at least I have an entrance ramp back on to highway to zipper in and had left indicator one. At this point still on entrance ramp getting on highway I get pulled over. Cop actually said I saw you go over shoulder and going to let it slide as looked like you were getting off. I said to him that is what I intended. But it was packed and Waze redirected to stay on highway. Given I was blocked getting on to highway in first place due to standstill, then I got redirected to get back on I ended up here. I said I knew what happened was not my intent. He was nice, took license and registration said let me run it, then he came back with the ticket. Which I was actually surprised he wrote one. From a legal standpoint with that story I did something wrong. But to be honest it is nit picking. I deserved a ticket. But a three point violation I did not. Traffic was not even moving. I was going slow. No one was in danger. [/quote]
