I have absolutely seen the impact of the efforts by MPD. I drive through Adams Morgan to get home to Columbia Heights every afternoon. Beginning in April, the moped riders appeared out of nowhere. My stress level went through the roof as riders crossed against red lights and wove in and out of heavy traffic. 
Then in June there was a crackdown and almost 200 bikes were carted away on a flatbed. I saw the impact immediately. On the same ride home, I might have encountered 10 mopeds in a 5 block stretch. Now it’s down to 2. It’s not perfect, but it’s progress. [/quote]
