There was a time when this was not explicitly true and we had a couple mayoral administrations who actually seemed to want to make the city a great place to live instead of a boondoggle. But that era appears to be over and I don't see another one on the horizon. Everyone currently in charge (Bowser, the Council, heads of most major agencies) seems more than happy with this arrangement.[/quote]
