I chalk it to APS Planning Department being the planning department. They've never gotten it right.[/quote] The planning department had to react to all the community input crap that objected to (1) any splitting up of Henry students, even though Henry was overcrowded and (2) anyone else terrified of being districted to Drew. They at least tried to draw a boundary that put Drew in the lowest FRL% range they could while still abiding by the ridiculous boundary principle of "contiguity." But even that didn't satisfy the community that insisted on "contiguity" in boundaries because they didn't want to be sent to Drew. [/quote]
