MoCo cops absolutely do have the resources to handle this. They just hate and loathe the constituents who pay them. They are looking to do as little work as possible before running back to Western MD, WV, or rural PA with their paychecks. [/quote]

OK, well I did pursue this pretty far at one point and even spoke to someone higher up, and this is what I was told. This party seems like an extreme example, but it fits well within the pattern of what I experienced and was told, so the police response doesn't surprise me. [/quote]
