We have absolutely no proof or even indication that this was about bullying other than DCUM. What we do know is that this guy entered the school illegally, then, when detained, issued threats serious enough that the police were involved.

Because bullying and kids being violent to other kids is a pervasive problem in the schools. I know this- my kid used to go to another school near these schools until I pulled him out. Admin's hands are tied and the most they can do is an RJ circle- maybe a 2-day suspension.  You call the cops and the cops just say they will stay out of it and let MCPS deal with discipline.
