My local gym/rec center has signs clearly posted stating kids over 6 years old must use the gender appropriate locker room, or use the family locker room. My 7yo son got lost the first time he walked through the locker room to the pool deck, despite me explaining how to find the pool door. Luckily a male lifeguard was willing to go in and look for him!
I think the question of whether there's a family locker room, and whether there's a route to the deck that doesn't pass through a gendered locker room is an important one. If those things exist, and there are bathrooms that aren't in gendered locker rooms, then I think 6 is a really fair age limit. But the article isn't clear.
