Yes, the feelings of the flasher who wants to force trapped women and girls to see his penis matter much more than the dumb feelings of any girls who might be scared of such a man. We have all been taught that lesson.
Actually nudity is not inherently threatening and so if anyone is “afraid” of a penis or breast they were taught to be so by their parents. If parents are so worried about scared kids then maybe they shouldn’t teach them to be scared of the human body.
