I think the question of whether there's a family locker room, and whether there's a route to the deck that doesn't pass through a gendered locker room is an important one. If those things exist, and there are bathrooms that aren't in gendered locker rooms, then I think 6 is a really fair age limit.

Actually nudity is not inherently threatening and so if anyone is “afraid” of a penis or breast they were taught to be so by their parents. If parents are so worried about scared kids then maybe they shouldn’t teach them to be scared of the human body.

I'm not the OP, but not all locker rooms have stalls.
Several years ago I (a middle aged woman) joined a pool so I could swim laps during the day. The locker room was completely open. No shower stalls or changing stalls, only the toilet stalls were enclosed.
Unfortunately I had to cancel my membership because there were a lot of home schoolers who would go there for swim lessons during the time that I could go, and the moms all brought their sons in the womens locker room. These boys looked to be about 8-12 years old and I was not at all comfortable changing out of my bathing suit in front of them.

Later, I ended up meeting someone who was on the board of that pool and I mentioned the locker room situation to her. She said the locker rooms had been designed and built right after the news broke out about Jerry Sandusky/Penn State, so they wanted to make sure that everything was out in the open and no abuse could take place.

You can disagree about the age that an opposite gender kid should be in the changing room, but "not your child, not your business" is an absolutely braindead response to a situation in a public space that affects other people.
