It is hard now that we have democracies and thinking everyone always had a last name. In many parts of Europe, families got last names for tax purposes. Royals and such didn't have last names. We peasant serfs (that's what my family was) belonged to lords until the late 1700s/early 1800s. The royals, had the royal "we" because they were the country, so to speak. No need for surnames.
