So no, the school doesn't favor legacy at all.[b] And VA opted to build up VT, JMU, GMU, VCU, etc., instead of expanding UVA and W&M (or, more accurately, the former UVA/W&M satellite campuses became CNU, ODU, etc.).  The reality is that many applicants who appeared like strong candidates for UVA in the 1980s now have to head to JMU (and that's no walk in the park either).

all true.  The Va publics have become very popular with good reason.  FWIW, UVA and W&M were some of the first schools started in the US so have no room to expand grounds/campuses.  However, the UVA Foundation is actively trying to acquire land for the to be developed north campuses of law, data science and new joint replacement at UVA.  So it wasn't that the Commonwealth decided not to invest more in W&M and UVA, it was smart to invest where the campuses could still be expanded to meet the needs of all virginians[/quote]
