The Obama admin prioritized ending veteran homelessness and it worked. The pandemic and the fentanyl epidemic fueled a dramatic uptick in street homelessness.

We know how to fix it, but it will take focus and a shift in outreach and placement. The shift is largely in enforcing housing coupled with better case management ratios. Better yet: a modest shift in the rigid Housing First philosophy to allow group housing and roommate pilot programs. There are far too many young people on the street, and they prefer not to live alone. 
 
Group homes equipped with sober living coaches (not rigid rules but positive reinforcement) might work.
