[quote=Anonymous]Even after being called up to the Hill for a scolding and demand that DC USAO data be released, the no paper rate, rising over several presidential administrations, since 2017, is still an outrageous 56%, down from 67%. Notably, when the USA removed all prosecutorial discretion in a pilot project in Chinatown, the prosecution rate rose sharply, all other factors commonly cited as problematic remaining unchanged. This was documented in the WP and suggests what at least one driver may be. The current number is still shocking and an outlier among major cities. Remember, the USAO is a federal appointee and works for DOJ as do staff prosecutors. That office prosecutes crimes committed by adults and by some juveniles. The DC AG is elected and prosecutes most juvenile crime. Not sure what next steps will be. Bowser and the Council were aware since at least 2018 that the majority of arrests, including gun crimes and felonies were not being prosecuted. They did nothing to bring public or Congressional attention to this issue. There will likely be additional Congressional Oversight hearings.
