[/quote] Most statutes delegate authorities and obligations to a department rather than specific agencies. So I guess he could eliminate FDA, but HHS would just have to do all its work. The end result would be an expensive, drawn out reorg where everyone keeps their jobs, but nothing gets done for 18 months because of bureaucratic hiccups.[/quote]
