The OP seems to think this code section prevents loitering with an open door. I see no time limit. Only a requirement to yield existing traffic when opening the door. After that, the traffic should yield to the newly minted pedestrian. You don't exist in some indeterminate free-for-all state after exiting the vehicle and arriving on the sidewalk.[/quote]
