I used to bike to work every day in my suit skirt in my 20s when I was living in Tokyo; I found biking in a pencil skirt easier than trousers because it doesn’t get caught on the gear chain. Playing with kids, walking in the snow? No different than doing it trousers? If the skirt is short and you’re doing gymnastics or something with kids, bike shorts underneath. In the snow, I would expect the hem of my skirt to get wet same as the hem of my trousers — although skirts are more comfortable as their drying since the wet fabric isn’t necessarily clinging to you so that’s nice.
