It has NOTHING to do with MoCo declining because of socialist policies. Give me a break. It's because MoCo has always had vast wealth, but lots of poverty. HoCo doesn't. They don't have vast wealth, but they don't have large swaths of poverty either. They don't have the poverty to weigh it down. FYI - I'm from Ellicott City.
