Even if she doesen't provide transportation, people are still free to use it. I certainly would; I'm not walking 10 minutes in the summer heat while wearing wedding attire. OP just make sure you clearly state the plan either way. Some people might not be able to afford their own transportation between venues but also aren't able to or don't want to walk.
