Many schools do this.  Some have their own programs for the kids in the fall that are required (think NEU the NUIn/NU Global scholars or NUBOund) , others you just have the option to take classes elsewhere.  Yes, it "games the rankings" a bit, but really it's about backfilling the slots of kids who drop out after fall semester.  It's a guaranteed Transfer in program that ensures the college has enough students paying tuition come spring (and the next fall).  It's not unique to UMD. [/quote

No many schools do not do it this way.

They start kids in the summer which is way better.

Starting class at 4 in the afternoon no thanks. Plus Business majors end up at Shady Grove again nope.[/quote]
