The sad fact is that this stems from all the racial and class tensions in the area as well as the dissolution of community, the family, religion, and society in general. Kids weren’t punching mothers carrying 2-year olds in the face in the 50s and 60s; nor were teenage girls carjacking people. Their fear of judgment by their community, God, a judge or all three would have given them pause. You can spin it all you want and rationalize it in a cloud of nondescript data points but these are all depressing signs.
Ah yes, the 50s and 60s were known as a time of absolute racial harmony in the US
DC had a vibrant, thriving black middle class at the time, largely due to families who had fled the Jim Crow South and secured good jobs with the federal government that enabled them to buy homes and live comfortably. U Street was a cultural and commercial hub. That’s not to say there werent societal ills stemming from poverty, segregation and institutionalized racism within DC itself.
