Yes, I've heard this too, but half of Blair comes from TPMS and the TPMS magnet directory pre-lottery showed similar numbers of kids from most schools. [/quote]

The problem was that when the set-aside was established the program was so monopolized by out of bound kids that the local parents were screaming racism even though the program was working as designed to attract OOB kids. The 25 was a placation gesture for local representation so that would have to compete with the county wide standard which is pretty high. [/quote]

Can you point to any proof for this timeline? The 25 seat set-aside isn't mentioned in the Metis Report and MCPS doesn't even really discuss it. So, where is the proof that it hasn't been there since Day One? [/quote
