Yes, because, as I noted above, the ideal situation is to have a small enough number of absentee ballots that they could not mathematically affect the outcome.

No, because "making it easy to vote" is not the same thing as "bending over backwards to make voting so easy as to require nearly zero effort."[/quote]

Effort skews the vote older, and wealthier. It's much easier for white collar workers to juggle schedules (even easier for the retired) than it is for blue collar workers [/quote]
